Bounds for the efficiency factor of block designs

The bounds for the efficiency factor given by Conniffe & Stone (1974) am extended to cover block deaigns in general. The formulae may be simplified in binary designs with constant block size or equal treatment replication or both. In some cases the upper bound is inferior to an upper bound derived from Pearce (1968). Improved bounds can be found when the number of treatments exceeds the number of blocks or when the design is resolvable.
